Waterford Regional Hospital embraces IP technology
With the building of the new Emergency Department in Waterford Regional Hospital, the HSE felt it was the ideal opportunity to embrace the power of IP technology for their security & video surveillance requirements.
The new Emergency Department is a larger and more comfortable environment than the previous facility. Patient care in the ED is supported by a Minor Injuries Unit, a six-bed Medical Assessment Unit and a 29 bed Acute Medical Unit which facilitate fast-tracking of acutely ill patients and access for patients to senior decision-making about their admission or discharge. There is also a new Special Care Baby Unit which is a purpose-built facility for babies born from 28 weeks in pregnancy and for seriously ill babies who need intensive care.

Externally, the IQinVision Sentinel Camera was chosen as a full weather, PoE camera, so no additional power was required for heating or fans. The camera is the fl agship product from IQinVision and provides superior image quality in low light conditions.
Milestone XProtect® Corporate provides the backbone for the recording platform. Milestone was chosen because of its world leading status in terms of IP Video Management Software, for its ease of integration with third party systems and its feature rich functionality.
As the hospital is a critical site, having built in redundancy in both the recording servers hardware and software was paramount. Milestone XProtect® Corporate allows for failover Recording Servers and a redundant Management Server, which ensures that video recordings are never interrupted and access to the system is always maintained.
Because Milestone is an open platform video management software, it was very easy for the existing security cameras spanning many different makes & models to be added to the system. This means that all cameras both new IP and old analogue cameras are on a single network. Video surveillance footage both live and recorded can now be accessed from anywhere on the network using Milestone’s free client software – XProtect® Smart client.
GVD & Park 100 designed the backbone network for the video traffi c based on a combination of Single & Multi-mode fi bre, CAT-6 and web managed PoE & Gigabit switch equipment. The complex network design allows for additional devices to be added to the network but preserves the video security network separately to the main Hospital network, thus ensuring there are no bandwidth implications on critical data.
The GVD designed recording servers comprise of a four node server in one 2U unit. There are three recording servers and one failover server contained in the unit. This reduces the requirement for large amounts of rack space. Each server contains 20TB of storage in a RAID5 confi guration. By using Milestone XProtect® Corporate’s Multi-stage storage setting, the hospital has reduced the cost of long-term video storage by setting multiple archive steps with individual retention times and frame rates.
The Security officers in Waterford Regional Hospital have a state of the art Security room as part of the new Emergency Department. Using a combination of 27” and 22” LED Full HD 1080p resolution monitors, a bespoke Video Wall allows security staff to home in on video footage throughout the entire hospital campus. In addition, using the Map Integration feature in Milestone, cameras are overlaid with the site maps for each floor of the hospital, allowing security staff to logically follow the movements of suspicious people without having to remember the names and locations of cameras. Where hospital corridors can all look the same, the integrated map function allows for speed of viewing and accurate decision making.
The Milestone system has the added advantage in that it can be deployed in a multi-site configuration so that additional units that come on stream can be added to the system.
The hospital security staff are delighted with the image quality of the pictures and the ease of use of the XProtect® Smart Client viewing software. The robust system architecture allows for an unlimited number of users to view footage on the system simultaneously.
